The editor explains that it is "parsed" with "heuristics" and "kludges" and "a vast armamentarium of dirty tricks," just like the regular tax code. This clears it up. Index to law-related computerised discussion groups. Lets you monitor them but doesn't let you participate, I think, so as to filter out the bozos who swamp such lists in drivel.
