The Great War at Sea is an operational game of WW1 fleet combat in the Mediterranean and Black Seas, published by Avalanche Press.

Units generally represent a single ship. A clever mission system and small amount of plotted movement give a good feel for the uncertainties of fleet operations with a minimum of rules fuss.

A tactical combat board highlights differences in gun range, armor, and speed, but little scope for maneuver -- there's no "crossing the T" here. Fans of highly-detailed ship-to-ship combat should look elsewhere, although the game makes a good scenario generator for those detailed tactical games.

The current game is Volume 1. Further volumes are promised, with the North Sea and the Baltic supposedly on the way.
